อุทยานแห่งชาติภูเรือ เป็นสถานที่ๆมีอากาศหนาวเย็นตลอดทั้งปีมีพื้นที่ครอบคลุมท้องที่อำเภอภูเรือและอำเภอท่าลี่ จังหวัดเลย อาณาเขตด้านทิศเหนืออยู่ติดกับประเทศลาว รูปพรรณสันฐานของภูเรือมีรูปร่างลักษณะเหมือนเรือใหญ่บนยอดดอยสูงเป็นภูผาสีสันสะดุดตาหินบางก้อนมีลักษณะเหมือนถูกปั้นแต่งไว้ ชาวบ้านเรียกว่า “กว้านสมอ” โดยรอบๆ จะเห็นยอดดอยเป็นขุนเขาน้อยใหญ่ใกล้เคียงเป็นฝ้าขาวด้วยละอองน้ำ หมอก ปกคลุมไว้ท่ามกลางป่าอันอุดมสมบูรณ์ มีเนื้อที่ประมาณ 120.84 ตารางกิโลเมตร
ในปี พ.ศ. 2519 อธิบดีกรมป่าไม้ เดินทางมาราชการที่อุทยานแห่งชาติภูกระดึง นายสุจินต์ เพชรดี ปลัดจังหวัดเลย ได้ให้ความเห็นว่า ควรส่งเสริมป่าภูเรือให้เป็นสถานที่ท่องเที่ยวของจังหวัด จากนั้นจังหวัดเลยจึงให้ทางอำเภอภูเรือสำรวจพื้นที่ป่าภูเรือ ซึ่งอำเภอภูเรือได้รายงานถึงจังหวัดเลยว่า พื้นที่ป่าภูเรือมีทรัพยากรธรรมชาติที่สวยงามสำคัญหลายแห่ง เช่น ป่าไม้ น้ำตก ทิวทัศน์ เหมาะที่จะจัดตั้งเป็นอุทยานแห่งชาติได้ กองอุทยานแห่งชาติ กรมป่าไม้ จึงได้ให้เจ้าหน้าที่ไปทำการสำรวจหาข้อมูลเบื้องต้นของป่าภูเรือ ท้องที่อำเภอภูเรือและอำเภอท่าลี่ จังหวัดเลย ปรากฏว่า ป่าแห่งนี้อยู่ในเขตป่าหมายเลข 23 ตามมติคณะรัฐมนตรี เมื่อวันที่ 12 พฤศจิกายน 2506 ให้รักษาไว้ให้เป็นป่าถาวรของชาติ
พื้นที่ป่าภูเรือประกอบด้วยทิวเขาสูง สลับซับซ้อนเรียงรายเป็นรูปต่างๆ น่าพิศวงสลับกับที่ราบเป็นบางส่วน สาเหตุที่ขนานนามว่า “ภูเรือ” เพราะมีภูเขาลูกหนึ่งมีชะโงกผายื่นออกมาดูคล้ายสำเภาใหญ่ และที่ราบบนยอดเขามีลักษณะคล้ายท้องเรือตลอดจนมีธรรมชาติและทิวทัศน์ที่สวยงาม เหมาะสมที่จะจัดตั้งเป็นอุทยานแห่งชาติ
กองอุทยานแห่งชาติ กรมป่าไม้ ได้นำเสนอคณะกรรมการอุทยานแห่งชาติ ซึ่งมีมติในการประชุมเมื่อวันที่ 12 ธันวาคม 2521 เห็นชอบให้กำหนดพื้นที่ป่าดังกล่าวเป็นอุทยานแห่งชาติ โดยได้มีพระราชกฤษฎีกากำหนดบริเวณที่ดินป่าภูเรือ ในท้องที่ตำบลอาชี ตำบลท่าลี่ อำเภอท่าลี่ และตำบลลาดค่าง ตำบลหนองบัว ตำบลร่องจิก อำเภอภูเรือ จังหวัดเลย ให้เป็นอุทยานแห่งชาติ ซึ่งประกาศไว้ในราชกิจจานุเบกษา เล่ม 96 ตอนที่ 124 ลงวันที่ 26 กรกฎาคม 2522 นับเป็นอุทยานแห่งชาติลำดับที่ 16 ของประเทศ
ลักษณะภูมิประเทศ
อุทยานแห่งชาติภูเรือ มีลักษณะภูมิประเทศเป็นทิวเขาสูงสลับซับซ้อนประกอบด้วย เขาหินทรายเป็นส่วนใหญ่ นอกจากนั้นเป็นหินแกรนิตสลับกันไป ลักษณะเช่นนี้จึงทำให้มีที่ราบสูงสลับกับ ยอดเขาสูงทั่วไป มียอดเขาสูงที่สุดคือ ยอดภูเรือ มีความสูงถึง 1,365 เมตรจากระดับน้ำทะเลปานกลาง ยังมียอดเขาที่สำคัญ คือ ยอดเขาภูสัน มีความสูง 1,035 เมตรจากระดับน้ำทะเลปานกลาง และยอดภูกุ มีความสูง 1,000 เมตรจากระดับน้ำทะเลปานกลาง ลักษณะเช่นนี้เองจึงเป็นแหล่งต้นน้ำลำธารที่สำคัญก่อให้เกิดลำธารหลายสาย เช่น ห้วยน้ำด่าน ห้วยบง ห้วยเกียงนา ห้วยทรายขาว ห้วยติ้ว และห้วยไผ่ ซึ่งเป็นต้นกำเนิดของน้ำตกห้วยไผ่ที่สวยงามแห่งหนึ่ง
ลักษณะภูมิอากาศ
ด้วยอุทยานแห่งชาติภูเรืออยู่ที่จังหวัดเลย ซึ่งเป็นจังหวัดที่มีอากาศหนาวเย็นที่สุดของประเทศไทย และอยู่บนยอดเขาสูง จึงทำให้มีอากาศเย็นตลอดปี โดยเฉพาะในช่วงฤดูหนาวจะหนาวเย็นมาก จนกระทั่งน้ำค้างบนยอดหญ้าจะแข็งตัวกลายเป็นเกล็ดน้ำแข็ง ซึ่งมีภาษาพื้นเมืองเรียกว่า “แม่คะนิ้ง” ผู้ที่จะไปพักผ่อนควรเตรียมตัวให้พร้อมที่จะผจญกับความหนาวเย็น
พืชพรรณและสัตว์ป่า
ภูเรือ มีสภาพป่าหลายชนิดปะปนกันอย่างสวยงาม ทั้งป่าเบญจพรรณ ป่าเต็งรัง ป่าดงดิบ ป่าสนเขา โดยเฉพาะยอดภูเรือ ประกอบด้วยป่าสนเขา สลับกับสวนหินธรรมชาติแซมด้วยพุ่มไม้เตี้ย สลับด้วยทุ่งหญ้าเป็นระยะ ไม้พื้นล่างที่พบโดยทั่วไป ได้แก่ กุหลาบป่า มอส เฟิน และกล้วยไม้ที่สวยงาม เช่น ม้าวิ่ง สามปอย ไอยเรศ เอื้องคำ เอื้องผึ้ง เอื้องเงิน ซึ่งขึ้นตามต้นไม้และโขดหิน กล้วยไม้เหล่านี้จะออกดอกบานสะพรั่งให้ชมสลับกันไปตลอดทั้งปี
นอกจากนี้ ป่าภูเรือยังมีสัตว์ป่าที่ชุกชุมพอสมควร ที่พบบ่อย เช่น หมี เก้ง กวางป่า หมูป่า หมาไน ลิง พญากระรอกดำ ไก่ฟ้าพญาลอ ไก่ป่า และชุกชุมไปด้วยกระต่ายป่า เต่าเดือย เต่าปูลูและนกชนิดต่างๆ ที่สวยงามอีกมากมาย โดยเฉพาะในฤดูหนาวจะอพยพมาจากประเทศจีนเป็นจำนวนมาก
ผาโหล่นน้อย
เป็นจุดชมพระอาทิตย์ขึ้นที่สวยงาม สามารถมองเห็นภูหลวง ภูผาสาด ภูครั่งและทะเลภูเขา อยู่ห่างจากที่ทำการอุทยานแห่งชาติ ประมาณ 3 กิโลเมตร

ผาซำทองหรือผากุหลาบขาว
เป็นหน้าผาสูงชันและเป็นแหล่งน้ำซับ ประกอบกับมีไลเคนที่มีสีเหลืองคล้ายสีทอง ซึ่งเรียกว่า “ผาซำทอง” เป็นจุดชมทิวทัศน์อีกจุดหนึ่ง อยู่ห่างจากที่ทำการอุทยานแห่งชาติตามเส้นทางที่จะไปผาโหล่นน้อยประมาณ 2.5 กิโลเมตร
น้ำตกห้วยไผ่
เป็นน้ำตกสูงชัน สูงประมาณ 30 เมตร สายน้ำพุ่งแรงใสสะอาด อยู่ห่างจากที่ทำการอุทยานแห่งชาติประมาณ 2 กิโลเมตร เป็นแหล่งน้ำที่สำคัญในการใช้ทำน้ำประปาในอำเภอภูเรือ
ยอดภูเรือ
เป็นจุดที่สูงที่สุดในเขตอุทยานแห่งชาติ อยู่สูงประมาณ 1,365 เมตรจากระดับน้ำทะเลปานกลาง เป็นหน้าผาสูงชัน พื้นที่โดยรอบปกคลุมด้วยป่าสนเขา ทั้งสนสองใบและสนสามใบ สลับกับลานหินธรรมชาติ ต้องเดินขึ้นเขาจากผาโหล่นน้อยมาประมาณ 700 เมตร จากจุดนี้สามารถมองเห็นทัศนียภาพที่สวยงามได้รอบด้านกระทั่งเห็นแม่น้ำเหือง และแม่น้ำโขง ซึ่งกั้นพรมแดนไทย – ลาว บนยอดเรือยังเป็นที่ประดิษฐานพระพุทธรูปนาวาบรรพต ซึ่งชาวภูเรืออัญเชิญมาจากอยุธยาด้วย จากยอดภูเรือมีเส้นทางเดินป่าผ่านบริเวณที่มีดอกไม้เล็กๆ เช่น กระดุมเงิน ดาวเรืองภู เปราะภู ซึ่งออกดอกสวยงามในช่วงหน้าหนาว ที่ป่าสนบริเวณ ทุ่งกวางตาย มีดอกกระเจียวบานในช่วงต้นฤดูฝนราวเดือนพฤษภาคม นอกจากนั้นยังมี ลานหินพานขันหมาก เป็นลานหินแตกเป็นรอยตื้นๆ ที่จะพบดอกไม้ที่ชอบขึ้นตามลานหิน เช่น เอื้องม้าวิ่ง อยู่ทั่วไป เส้นทางเดินป่าจะวกกลับไปลานกางเต็นท์ในบริเวณที่ทำการอุทยานแห่งชาติ
สวนหินพาลี
เป็นลานหินกว้างใหญ่ เต็มไปด้วยก้อนหินรูปทรงแปลกตาตั้งอยู่เรียงราย บางก้อนคล้ายเสาหินสูง บางก้อนคล้ายดอกเห็ด สวนหินพาลีอยู่ใกล้บริเวณลานกางเต็นท์

ถ้ำไทร
อยู่ห่างจากศูนย์บริการนักท่องเที่ยวที่ 2 (ภูสน) ประมาณ 500 เมตร ทางด้านทิศตะวันตกเฉียงใต้ ถ้ำไทรเป็นถ้ำหินทราย ปากทางเข้าถ้ำจะแคบมากต้องลงในทางดิ่งประมาณ 30 เมตร เมื่อถึงที่ราบภายในถ้ำจะเป็นห้องโถงขนาดใหญ่ กว้างประมาณ 30 เมตร ยาวประมาณ 150 เมตร ภายในถ้ำประกอบด้วยหินทรายเป็นแผ่นๆ ซึ่งจะอยู่ตามเพดานถ้ำ ส่วนพื้นล่างจะเป็นลักษณะเม็ดทรายที่ไหลมากับน้ำ และในบริเวณปลายสุดของถ้ำจะมีสายธารน้ำไหลตลอดเวลา บางช่วงจะมีลักษณะเป็นน้ำตกที่เกิดภายในถ้ำ และเมื่อสายน้ำกระทบแสงไฟจะเกิดเป็นประกายที่สวยงาม ภายในถ้ำจะมีค้างคาวอาศัยอยู่เป็นจำนวนมาก
